| Will Proposition S make our schools safer? |
Proposition S improves safety for 130,000 school children and 8,000 classroom teachers. Prop. S removes hazardous asbestos and mold, upgrades fire alarms/safety doors, fixes unsafe school drop-off and pick-up zones, makes schools disabled-accessible, improves air quality, energy efficiency and installs security systems to protect our children.

| Will Proposition S increase our taxes? |
NO! Proposition S will not increase our taxes. Proposition S replaces the Proposition MM bonds that were passed in 1998. As the MM bonds expire, new bonds will be issued to replace them and our taxes will NOT increase.

| How will Prop S help our kids learn 21st Century job skills? |
Proposition S is specifically designed to revitalize classrooms for Career and Vocational Programs to help teach “real world” job skills. Proposition S renovates classrooms and labs for Career and Vocational programs (like those at Kearney HS) that teach today’s technical skills. Career technical education motivates students who might otherwise drop out to not only stay in school, but in many instances, to go on to college.

Proposition S is a major step towards bringing 21st century technology into our schools. Proposition S will wire classrooms for interactive learning and school campuses for WiFi. It will enable students to access lessons on-line and help teachers and students interact directly. Proposition S will bring technology upgrades for every school in every neighborhood.

Proposition S brings major repairs and security, technology and safety improvements to every school in the District.
Proposition S repairs and improvements planned for each school may be browsed and downloaded at the “Improvement List” tab on this website. When you get there, just click on the bubble that represents your school. Every school in the District is represented.
Proposition S school-site repairs and improvements are also listed in your San Diego Voter Guide (mailed to you by the Registrar of Voters).
Proposition S repairs and improvements are so urgently needed that the District has already prepared to execute the most critically needed projects should Prop S win voter approval. Most current District students, teachers and parents will directly benefit from Prop S projects.

What Safeguards are in place to insure that Proposition S performs as promised? |
It’s the law. Accountability is built into Proposition S.

- An Independant Citizen's Oversight Committee.
- No Funds for General Administration. Bond money can only be spent on classrooms, buildings and schools.
- Anual Independant Audits.
- A Detailed Public Expenditure Plan Spells Out Exactly What Prop S will Accomplish.

What is the relationship between Proposition S and the last San Diego school bond, Proposition MM? |
Proposition S will continue to make urgently needed repairs and renovations begun under Proposition MM. Passed by 78% of the voters in 1998, MM was the first capital improvement bond the School District had undertaken in more than 25 years. MM repaired cracked foundations, wired schools for the Internet, built libraries and built new schools to relieve severe overcrowding.
Prop. MM was extraordinarily successful. The District has since completed 98 percent of the MM projects — on time and for $82 million less than the original overall budget. The San Diego Taxpayers Association recognized the district’s efficient use of taxpayer dollars by awarding the MM programs two of its prestigious “Golden Watchdog” Awards.
But the needs for school repairs for more than 130,000 students at 180+ schools were greater than MM could meet. According to the School District’s comprehensive Facilities Master Plan, our schools need more than $5 billion in repairs, renovations and upgrades to provide a safe, 21st century learning environment for our children. Proposition S is the next step in the program. Proposition S makes critically needed repairs and revitalizes schools with 21st Century technology – without raising our taxes.

| What are the consequences if the bond fails? |
It will only cost more to make these repairs and renovate our schools at a later date. If Proposition S fails and construction is delayed 2 years until a new bond can be put on the ballot, the projected increase in costs (assuming construction inflation of 6% annually) will exceed $250 million.
In addition, if the bond fails, the schools will lose a chance to obtain state matching funds. In 1998, after the voters approved MM, our schools received more than $600 million from the state to augment MM
